Governor Hochul signed Senate Bill 2025-S3294A on November 25, 2025, further modernizing New York's Medical Cannabis Program. The legislation streamlined the certification process, eased provider requirements to reduce participation barriers, and added out-of-state patient reciprocity — allowing registered medical cannabis patients from other states to purchase from New York State dispensaries.
